Description

This PR updates our versions of Google reCAPTCHA, PHP Encryption, and Monolog to latest versions. This is in conjunction with the planned PHP8.1 minimum version. Remaining on 7.4 had us capped at the previous versions.

It also touches up logger date format away from Monolog's default, for easier readability.

reCAPTCHA version 2 and 3 both continued to work and threw no errors. Logs are still being generated.
